In recent years, the application of information technologies has become more and more extensive, which has not only changed the way education and teaching are carried out, but furthermore, it has also changed the conceptions and forms of education. With the informationization of social life, informationization of education has become inevitable. In the course of education informationization, mainly three tasks are to be accomplished, namely, the construction of information education infrastructure, the construction of information education resources, and the effective implementation of information education, the last of which being the core and crux among the three tasks. Only by the all-out and effective implementation of information education, can achievements be ultimately made in education and teaching, and accordingly, can students enjoy the charm of informationized education during the course of study.The author holds that two basic connotations are implied in information education: firstly, in information education, all kinds of information technology tools and information resources should be fully employed to support the students' study activities, which are carried out in various ways such as inquiry, discussion, consultation, collaboration and reflection, and guided by such education and teaching theories as constructivism, situational cognition, learning-centered study, etc; secondly, information education has as its basic aim the fostering of students' information literacy, and of the problem-solving and innovative thinking abilities. These things are the basic quality requirements for the future intellectuals.In this study, the author makes a research on the three central problems in the practice and theories of information education in primary and secondary schools, in an attempt to construct a framework for the theory of information education in primary and secondary schools. These three problems includes:Firstly, the conception of information education, that is, how we understand information education. In the thesis, the author makes a research in the following respects: the background for the origin of information education, the present condition of development, the characteristic and connotation of information education, etc. On the basis of this research, the author argues that information education is a new form of education, by no means the simple information technology education and "the integration of information technology into courses". Information education is a kindinof education that is guided by new study theories, making a comprehensive use of all kinds of information technologies and resources, and aimed at fostering students' information literacy, and developing their problem-solving and innovative thinking abilities. It puts an emphasis on the reform of education conception and the forms of education; it breaks through the limitations of traditional education, becoming one of the main directions for the world education reformation in the 21st century.Secondly, the aim of information education, that is, what kind of abilities and qualities are intended for students to acquire in information education. The author holds that information education has as its aim the fostering of students' information literacy, and of their problem-solving and innovative thinking abilities. In the thesis, the author expatiates on the contents and structure of these three aspects. In the actual teaching in information education, teachers should make efforts to foster students' abilities and qualities in these aspects, taking the actual teaching situations into consideration.Thirdly, the method and way of implementation of information education, that is, how to carry out information education in the actual teaching in primary and secondary schools.
