It needs a large amount of talents to meet the challenge of economic global and acknowledge economy, and the talents' competition has become the core of economy, science and technology, and military affairs. How to improve the talents' quality of our country, increase international competition ability, which worth thinking carefully for most of educators. Elementary education is quality education, whose core is fostering the students' practices ability and bringing forth new ideas mettle. Chemistry does as a experimental course, which has special function on training students' science quality, especially on practice ability.Author developed the research work about training students' practice ability among the teachers who work in schools on the basis of comparing the elementary education in China to foreign countries, and thinking about the present situation, to probe the effective methods and ways of improving students' practice ability by theory research and teaching practice. This article tells the practical significance of fostering students' practice ability, and announces the intention on practice ability, especially based on quality education, with the theory of Maxism epistemology , braincase, modern teaching theory and courses teaching theory as theoretic gist, start from chemical teaching in schools, put forward the teaching tactic of fostering students' practice ability, and make a systematic exposition from theory and practice. Author put forward to adopt the way of setting chemical experiments mode to excellent the teaching way in operation, stressing the practice ability, attempt to design the experimental teaching mode, deeply inquire into its structure and procedure, stress the process-teaching's value oriented on training students' practice ability, advocate utilizing the research studying to develop students' practice ability, enlarge the classroom teaching on the stage of social production, social life, open space of human beings and environment, pay attention to the huge action of oneself value's realizing process on developing students' practice ability. Atthe end of the article, author inquire into the principle of fostering the students' practice ability on the chemical teaching, which not only shows the common principle of quality education on students practice ability, but also the special principle of chemical courses' characteristic on developing students practice ability.This article is from author's teaching experience, which make fixed action on the chemical teaching reform and developing students' practice ability. Limited by the ability, the viewpoint and way is not mature, which needs improving, welcome criticizing and correction.
