The 21st century is an era of knowledge economy and information, which raises a higher demand to people's quality and creativity. Project-based learning can satisfy the demands of the era to the education, therefore, is more and more admired. With the accelerating process of e-education and the vigorous development of the theories and practice of web-based instruction and learning, it has become a hot point to carry out the project-based learning through Internet. However, with the development of project-based learning, what calls the attention of the researchers, is how to strike the balance between "primary education" (the instruction of the basic knowledge and the training of the basic sills) and the cultivation of research abilities and creativity in the course of the basic subjects instructions in elementary and high schools, which is still a problem to be solved. Based on plenty of literature and careful investigation and analysis, this thesis points out the feasibility and necessity of the research on the development and application of the subject-based web station for elementary and high school students, and holds that both the project-based learning and the subjects instructions have their own strong points, and should establish a relation of mutual complementation and mutual advancement to promote the all-round development of the students.The subject-based learning web station for elementary and high school students refers to the resource web station for learning engaged in a wider and deeper research on a certain subject, with the aim of training the students' abilities of collecting, analyzing, processing and using information, and cultivating the creativity, practice and the spirit of co-operation of the students, and finally advancing the comprehensive quality of the students. The subject-based web station for elementary and high school students consists of three parts, namely, "systemized subject knowledge display", "subject-based learning resource base", "subject-based learning system", and all the parts are mutually complementary and co-operative in learning contents, learning strategies, and learning methods, to reach the teaching target.This thesis has developed the subject-based web station "Silk Road" on the basis of the research and designs, and made some experiments on its application. After analysis and reflection, the thesis also points out the weak points and the room for improvement of the web station "Silk Road".This research makes a bold try in the standardization of the primary education resources in the course of the design and development of the subject-based learning resource base, and points out that the construction of the primary education resource base should abide by the principle of simplicity and practicality. The description of the grades of the Metadata can be some reference to the following standardization of the primary educational resource base.
