With a foundation of previous researchers' achievements, the writer of this paper has found that there is still a type of village that has not been investigated by most of the researchers. It is located in the underdeveloped areas of China, especially in the middle and western parts. The writer cited a typical example-Shi Village (located in the west of Anhui Province), which is particular in community structure. Social stratification is not very clear in the village, and memory of community is disappearing gradually. In the process of social transition, the memory of community becomes vague, thus lineage activities are no very common. In addition, due to the slight economic difference, several community elites exist, but among them there are no dominative elites.On the basis of recognition of each community elites type and characteristics, the writer probes into their power and distribution of power. The community power structure can be summarized as the structure of multi-core power network. Community elite is an outstanding node. There are theory of elite reproduction and theory of elite circulation. According to the research, there are replacement of old community elites with new ones and the inner difference and transition of old community elites group. Furthermore, the study shows that the process of community elites change is actually the process of accumulation and the operation of social capital.With the reform and open policy, the nation has been retreating its power from the village, while village self-governance plays an important role inreorganization. Community elites as representatives of the nation, the community and family, however, are not very powerful. In this paper, the contribution of community elites to the stability and development of a certain community has been analyzed. Village elites are connected with village strong ties. This can keep the stability of community development. However, insufficient political encouragement holds back the process of self-governance. The experience of Shi Village shows that the development of a community is a result of the combined promotion of community elites as a whole.In the social hierarchy composed of government, community elites and villages, "community elites" occupies a middle ground between the other two elements. They are always conformed to a dilemma. On the one hand, community elites have to maintain the balance of the social network by adjusting the relationship between social norms, personal interests and national interests .On the other hand, it is fairly difficult for community elites to maintain the social network in a community because of the relatively stable allocation of power. To a certain extent, the community remains stable with low gradual development.
