Rural communities face many complex social problems and new development needs in the period of social transformation. However, the current social work in rural communities has not been able to meet the needs of public services and sustainable development due to the government’s over-control and the lack of participation from the communities. Therefore, more and more attention has been paid to the development of communities and the cultivation of social organizations. The government purchases services from social organizations and actively cooperates with them in order to promote rural social work, develop new ideas and methods for social management, and optimize its functions. The present social structure and rural policy bring unprecedented opportunities and challenges to rural social work.Recently, Ministry for Civil Affairs launched a series of pilot projects to cultivate social workers, and the rural social work service station in Tuanjie Township set up by A Yunnan Community Cares is a typical example. This paper is a case study of the work of this station. Such research methods as data studies, interview, inspection, and behavior studies are adopted in this paper to summarize the experience of government-promoted rural social work. This paper also analyzes the tendency and challenges of future rural social work from different perspectives. Macroscopically, this paper discusses how rural social work can maintain its professionalism and independence in the face of opportunities and resources for development, how social workers can make use of their professional advantages and the available resources to help rural communities and to build a pluralistic, resource-sharing, harmonious and interactive governance system. Microscopically, this paper discusses how to improve the participation of the communities, how to build a network of self-service and mutual aid and how to enhance the capacity and sustainability of the communities.From the perspectives of Asset-Based Community Development (ABCD) and rural culture, this paper holds that the traditional focuses of social work on problems and needs should be changed, and the capability, value and potential of rural communities should be re-estimated from different viewpoints so that the current resources and advantages of the communities could be integrated.
