The human society is stepping into the Times of the Knowledge Economy, and the Public Science Literacy has been regarded as the most fundamental restrictive factor in a strategic procedure for a country to develop continually. Though it has many ways to spread the science and technology knowledge, science television, the most important medium way for our Chinese people to get science and technology message, should undertake the responsibility of improving the Public Science Literacy.Scheming is the key link in modern television design. To science television program, which is specialized in science and knowledge, scheming becomes even more important and imperative. And from the present situation in television design, the scheming consciousness and the ability of those programmers are waiting to be improved urgently.This article, which is based on the speciality of science television, makes concrete analyses in terms of necessity, subject and object, process and content of the science television, and also makes some explorations of the successful models and problems in scheming practice. And all leads to the following conclusions: program-column-channel is the three layers integrated by the content and form of the science television, so the scheming of science television should be the all-directional synthetical scheming to all these three steps.The scheming of science channel or column is an overall plan and design to the structure, contents or the external patterns of the channel or column in a long period, while the scheming of science program is a continuous activity with the producing and broadcasting progress of the column. The regulations of the content and form of the scientific column restrict the design of single program, which is a necessary means to realize the scheming plan of the scientific column, and are a further development of it.Based on the study and analyses of these three steps, this article makes academic explanations and analyses to the scheming of science television, and puts forward some feasible practical models.
