University ranking and science research evaluation has been a hot problem from 1980's, and it's also quite a controversial domain in scientometrics and Bibliometrics. For bibliometric indicators play an important role in this practice, how to fair use bibliometric indicators istthe focus in this discussion .The essay tried to review the practice of university ranking and science research evaluation in China and other countries and provide information of current situation of fair use of bibliometric indicators.By lots of data, we can learn bibliometric indicators such as impact faction, citation, publication and so on have high visibility and high utility ,and they can be use to evaluate the level of scientific institutes fair and objectively. On the other hand, they are not universal and have some limitation. So we should use them in appropriate condition, and the essay made some advice to development.By introducing a new bibliometric indicator --"subject impactfaction", the essay founded a model to evaluate the level of essential science research ,which evaluated the ability of science research by "citation rates" . On the base of a classification of university the essay founded a model of comprehensive ranking system through Analytical Hierarchy process, which evaluated different university by different ranking system.
