Macao Free Education - "into The Public School Network" Policy Research

Through the reviews in Equality of Educational Opportunity, Parental Choice and Education Voucher, this research attempts to explore the current Free-Tuition Education in Macao. And then, the researcher manages to make improvements after pondering the policy of Macao Free-Tuition Education. By using the educational resources efficiently and raising the educational quality under an equal educational selection mechanism, students can get more benefits.In order to accomplish those purposes, studies have been done through literature analysis and questionnaires. As for literature analysis, this research firstly employed the Free-Tuition Education and other related theories as a theoretical basis, then analysis was done with the actual problems in Macao. As for questionnaires investigation, random sampling data was collected from parents and teacher of private schools in Macao. Those collected data was analyzed through reliability, percentage and chi-square test.With the results of literature analysis and questionnaires investigation, 8 points are concluded thereby:1. Approve the Government Public School Network and make it widespread in Macao.2. Allocate free educational resources unfairly in Macao.3. Carry out Public School Network Policy may affect Parental Choice.4. Bands of schools are more obvious.5. Strengthen the supervision to private schools which can accumulate more surplus.6. No improvement in the rate of repetition as the ability of high school students is worsening.7. Students should be distributed to different schools according to their academic results instead of a standard examination.8. Using Education Voucher to carry out Free-Tuition Education.According to the results, 7 suggestions about the Free-Tuition Education Policy in Macao are offered as follows:1. Carry out Free-Tuition Education by providing a perfect educational system and laws.2. Allocate educational resources fairly in order to ensure the equality of Education Opportunity.3. Encourage private schools to enter the Public School Network by giving more Education Subsidization.4. Strengthen the financial supervision to private schools so that Educational Subsidization can be used efficiently.5. Revise the Repetition System and raise the learning atmosphere by giving students rewards.6. Reduce the teaching periods for teachers, providing Promotion and Reward systems to raise educational quality.7. Parental Choice can be fully adopted by using Education Voucher Plan.
