China's Industrial Policy Of Higher Education Under The Open Economy

On the basis of the theories of industrial policies, this article emphasizes on the researches of our country's policies about higher education, such as it's construction, it's organization, it's distribution and so on, and then puts forward it's related development by studying the developed countries' experiences of industrial polices about higher education.The article is made up of five parts. The first answers the question of what the industrial policy is and analyses it's background and it's sense. The second, taking America. England. Australia and Japan for examples, study the characters and tendencies of their industrial policies on higher education, and concludes our country's tendency with studying the present conditions. The third, the fourth and the fifth respectively studying the problems in the present construction, organization and distribution, point out our country's policies in the future.The author thinks that the policy on the construction should take the preferred development of the industry as the most important task, should encourage and guide many-faced investment to higher education, should make good use of market system in it's arrangement as the fundamental sole, should better the arrangement and the appliance, and establish the efficient information system of higher education to guide the ordered development of the construction.The policy on the organization is to extend the scale, farther improve the quality of education and the benefit of running-school, deepen the reform of industrial administration-management system and rear-service socialization, quicken the development of private industry of higher education, largely develop the industry of vocations education, enlarge open-degree of education and actively expand international education market.The policy on the distribution is to emphasis every district and all kinds of school's programming and demonstration, build reason distribution system of academy, increase investment to western district and worse economic strength's province and quicken reform pace of existing construction.
