Physical exercise is benefit to people. However it is well known that, despite the benefits, many people are not active enough to benefit their health. Furtherer, a large proportion of individuals who start structured exercise programs relapse within six months. Why some people can be excited to take part in exercise, but some people cannot be excited to take part in exercise. Why some people can persist in exercising, but some people cannot persist in exercising. We must contemplate these problems. An important starting point for the understanding and promotion of health-related exercise and physical activity is the study of its theory. In this article, we reviewed the theory of attitude-behavior. This article analyzed attitude notion and the construction of attitude influence behavior, summarized the causal relationships between attitude and behavior. The theories included Theory of Planned Behavior and Theory of Reasoned Action. Many attitude-behavior researches were under the framing of the Theory of Planned Behavior. However the Theory of Planned Behavior is not perfect, some psychologists proposed some comments and advises. Such as, it did not deal with the effect of feeling to the attitude toward behavior, the effect of attitude toward target and the behavior habit to the attitude of behavior. On the base of researches of former psychologists, this article summarized the localizations and scarcities of the Theory of Planned Behavior, and proposed Exercise Behavior Theory.This research conformed to the standard procure of making of psychological scale. We compiled the scale of exercise through two surveys of adolescents in the Huabei area. This article includes four studies.The influence factors of exercise to the adolescents were investigated in Study 1. The results were used to compile the items of the Attitude of Exercise Scale.Three questionnaire investigations were conducted with 1066 adolescents in Study 2 and study 3. As a result the Exercise Attitude Scale is developed. This scale demonstrated accepted internal consistence, content validity, and construct validity by psychometric analysis. The results supported Exercise Behavior Theory. The Exercise Attitude Scale can provide sport and exercise psychologists with new measures, which is relatively reliable and valid for evaluating the exercise attitude of adolescents.
