To build a high quality teacher team in higher education institutions is an important project, which is concerned with the development of higher education in 21century in China. Building a good teacher employment system in higher education institutions is closely related to the quality of the whole teacher team. It is a better choice to study the teacher employment systems and basic principles of west countries' colleges and universities, and to learn from their good and reasonable experiences, in order to build a Chinese-characterized teacher employment system under the market-economy circumstances. And the studies and learnings are one of the ways to give play to the advantages of our newly built system. This article takes the teacher employment systems of USA, Japan and Germany as very typical ones. And it traces the history of these systems, inspects their present situations and problems, analysizes their reforms and disputes. compares their similarities and differences, summarizes their experiences and characteristics, then points out the reform tendency of our teacher employment system. Based on all of the previous factors, this article discusses the development and the current situation of the system in Chinese higher education institutions. And the article states clearly that the key of the reform of our teacher employment system is to advocate and ensure the academic freedom, to attract outstanding teachers to come and be willing to stay and work here. And there is not only one model to do so. This article also tells us that properly fluid is the core of the employment system reform, and that the classification management and check can improve the flexibility and efficiency of the system.
