International Comparison Study On The Investment In Higher Education And Building A Powerful Country With Rich Human Resources

President Xi Jinping issued a message in the United Nations "Education First" global initiative anniversary for one year, stressing that "Chinese will adhere to the implementation of the strategy of rejuvenating the country, always put education in the strategic position of priority development, continue to expand investment in education", which fully shows the education plays a strategic role in enhancing the comprehensive national strength."The national medium and long-term education reform and development program2010-2020"(hereinafter referred to as the outline) pointed out that the development of our country’s education goal is to basically realize the modernization of education, to basically form the learning society, and to list on the top of countries with rich human resources in2020". The18th National Congress of the Communist Party suggested to respect talents so as to promote our country from a big country of talents to a powerful country of rich relents, which inherited the spirit of building a powerful country with rich human resources suggested by the17th National Congress of the Communist Party. At present, the extension of the demographic dividend period, rapid economic growth, speed up of urbanization process and approaches to build a well-off society in an all-round way, have put forward overall requirements for higher education and human resources. The key role of talents under the background of economic globalization, economic recovery’s demand for talents, the fierce competition in the knowledge economy age and the trend of popularization of higher education in the world make all countries in the world actively increase the education investment, vigorously develop and accumulate human resources, in order to be rich in human resources. China’s higher education investment and human resources development has been in front of a key history stage, so it is need to improve the efficiency of higher education investment, to achieve the strategic objectives of a country rich in human resources in2020.In this paper, the higher education investment and human resources power construction has been systematically researched, from the respects of theoretical basis, mechanism, international comparison, experiences, quantitative analysis, countermeasures and suggestions. Finally it put forward to improve our country’s higher education investment efficiency, and the countermeasures of building a country rich in human resources. The paper theoretically analyzed the definition and the meaning of higher education investment and balding a country rich in human resources, and established the theoretical basis which is guided by the Marxist Economics and Western Economics related theory as reference to study higher education investment and building a country rich in human resource. The paper established a relation model of the higher education investment and building a country rich in human resources, which revealed the inner mechanism of the relationship between the two. A emphasized analysis has been made for China’s higher education investment and the talents cultivation. The talent and economic adaptability problems caused by the higher education investment has been selective analyzed. The study found that insufficient investment in higher education in our country, the unreasonable structure, the low utilization rate of funds affected the quantity, quality and structure of the talent training in our country, so that the higher education graduates cannot adapt to the needs of the development of the economy, which hindered the further development of the economy. This paper set up the evaluation index system of the powerful country with rich human resources.42countries in the world has been evaluated and ranked. The results show that China only ranked thirty-third, that there is a great distance between China and the powerful country of human resources. Our human resources advantages and disadvantages has been classified based on the inferior indexes, which shows that the factors of education, especially the development of higher education has become an important factor affecting our country entering the ranks of human resources power. In this paper, a regression analysis of China’s higher education investment of the impact of human resource has been utilized. Based on the result of the regression analysis, drawled lessons from the experience of America, Japan, Korea and India, the paper come up with some countermeasures and suggestions to improve our country’s higher education investment efficiency, and to build a country rich in human resource.With China’s higher education gross enrollment rate increases, the state increased their investment in higher education. But insufficient investment, unreasonable investment structure, inefficiency fund using is becoming more and more serious, which affects the quality of higher education talent cultivation, which is not conducive to China’s human resources power. Improving the efficiency of investment in higher education and the quality of personnel training, have a decisive role on the realization of the strategic objective of "building a powerful country of human resources".
