The implementation of a nationalized systemized employment policy aimed at “answering to demands for higher education reforms and talent markets” has become an important measure to promote economic transformation and upgrading and effective implementation of national strategies worldwide.The entry point of this study is the incoordination of the quality requirements of higher education development and the level of domestic employment policy,which focuses on the comparative study of employment policies of college graduates worldwide.On the basis of learning from the successful experience of foreign graduate employment policies,the policy of employment for graduates in China will be improved,and the ability of employment policies to serve higher education development and national strategy will be enhanced,so that the employment of graduates in the future will be better achieved.This study is aimed at the following questions: First,in the context of the continuous development of the economy and higher requirements for quality in higher education,talents are facing new opportunities and challenges,and the employment policies of graduates in China must be changed accordingly.The key point is the analysis of the problems still existing in the employment policy of college graduates.Second is about the successful cases.What are the general experiences and individual success measures of employment policies for foreign college graduates represented by the United States,Japan,and Germany? Third,to meet new development requirements,how can the sustainable development of employment policies for college graduates in China learn from those aboard?According to the above questions,this study is divided into six chapters.The first chapter is the introduction,expounding on the origin of the problem and the significance of the research.It reviews the existing research on employment policy,explains the importance of the comparative research method to this research,and concludes the theoretical and practical significance of the research.The second chapter focuses on the definition of college graduates and employment policy,elaborates the theoretical basis of demand,supply and supply and demand matching,and attempts to construct an international comparative analysis framework based on the content of employment policy.The third chapter sorts out the historical change of the employment policy of graduates in China,and summarizes the current policy and dilemma.The fourth chapter introduces in detail the policy measures of the United States,Japan and Germany for the employment of college graduates.The fifth chapter compares the policy contents of the United States,Japan and Germany in detail,analyzes the relevance of China's reference,and refines the general experience that can be borrowed from abroad.The sixth chapter is to put forward suggestions on optimizing the employment policy of graduates in China based on foreign experience.
