This thesis consists of five parts. Part one is introductory. This part expounds the background of the decision on the subject, involves especially the three parts on the developments of the economic market ,the transform of the enterprises ,the reform of The basic education, and on the raise of the subject based on the three parts, at the same time, introduces simply the present situation of the research at home and abroad, and the significance of this research as well as my train of the thought about this research..Part two is about the contrast and analysis between the developments of the schools and the enterprises. It expounds the importance and necessity of the separation by the analysis about the differences between the enterprises and the schools, the effection to the development of the schools due to the non-stability. Part three tries to know and analyse the present difficulties and the problems of Huainan Coal Mine Consortium when it undertakes its own middle and junior schools by standing on the macroscopic ground, it also states the local government is poor in money in accepting the coal mine middle and junior schools, the backward of the villages and the towns in the management of the basic education and the conditions of the schools and the current situation in the development and subsist in the coal mine middle and junior school, and it will offer the background materials for building the strategies of the problems. Part four introduces in detail three examples of the enterprise schools in the reform experiments of the school structural reforms, offer the rational theory thought and analysis by the reform practice of the school system in the basic education, it expounds the necessity of the reform of the school system in the basic education, searches for the development direction of the system reform in the basic education and offer some necessary useful reference for the system reform of the schools when the enterprise middle and junior schools in Huainan when they separate from the coal mines. Part five raises the fundamental strategies to the reform and development in Huainan Coal Mine Middle and Junior Schools in answer to the different existed practice in the system shift of the enterprise middle and junior schools. In this part, some constructive suggestions are raised about the conditions and principles that the Coal Mine Schools should own and obey when they separate from the enterprises. Finally, three useful strateies are brought out about the development of the Coal Mine Schools. No matter how the enterprises are getting on in the future, it is the best choice for the development of the enterprise schools to return to the local government and be managed unifiedly by the chief eductional department; Firstly, if the economic benefit in Huainan Coal Mine Consortium is better, and its development is stable, it is certainly possible for the basic education to be undertaken by the original enterprise unit, of course, the premise condition is the enterprise is willing; Secondly, if the economic benefit of the enterprise is unstable , and the local government can't accept the enterprise schools at present, then in order to avoid the danger, according to the concrete condition, the enterprise school has to choose another way and search for the way for its own development to form the new pattern for the development of the enterprise schools ,under the conditions of the market economy.
