Research On The Transformation Of Family Planning Function And Team Transformation In Hebei Province

Family planning,as a basic national policy of China,has played an important role in China's economic and social development.In the process of implementing the family planning policy,the family planning cadres,as a special work force,have made painstaking efforts and efforts to control the population,improve the quality of the birth population,and optimize the population structure,and made a historic report on the implementation of the basic national policy of family planning.contribution.With the continuous development of society,the population of China has been controlled,and the mission of giving birth to the population control of family planning has been completed.However,the problem of aging population and declining population is gradually intensifying.The new changes in the population development trend require that the content of family planning work be changed from controlling the population to regulating the total amount,improving the quality and optimizing the structure,from the management target to the service-oriented family.change.In the new situation,in order to encourage birth by policy,we should focus on creating good conditions for the birth of the masses.To this end,it is necessary to reform and adjust the functions of family planning cadres to help the family planning team to“charge”and“energy increase”to meet new job requirements.From the perspective of grassroots family planning cadres,this paper explores how family planning cadres can achieve functional transformation and team transformation under the current population development situation,revitalize new vitality,and use the advantages of the team to do fertility services.Based on the survey data of the grassroots family planning team conducted by the Hebei Provincial Health and Family Planning Commission in 2018,this paper supplements the interviews and exchanges of some different levels of family planning cadres,and provides staffing,preparation and work for the grassroots family planning team in Hebei Province.Content,wages and benefits,as well as functional transformation and team transformation in the new round of institutional reforms,have been systematically studied.The survey and analysis found that in the process of major adjustments in the birth policy and institutional reforms,the degree of emphasis on family planning work by the society and leaders has declined,the financial support for family planning work has decreased,and the traditional thinking mode of some family planningcadres has not changed.The family planning cadres have been transferred to a large number of posts,and some of the on-the-job staff are unable to meet the new job requirements in terms of skills.An analysis of the satisfaction of the work experience of family planning cadres found that work places,part-time jobs,wages and benefits,and commercial insurance all have an important impact on the satisfaction of family planning cadres.In order to promote the transformation of family planning cadres and team transformation,the author put forward countermeasures such as strengthening internal management,strengthening capacity building,and expanding service areas.These suggestions can be used as the scientific basis for government decision-making,which is conducive to promoting the transformation of the functions of grassroots family planning institutions and the transformation of cadre work,bettering the reproductive services,meeting the reproductive and reproductive health needs of the people,improving the quality of services,and encouraging the promotion of policies according to policies.The goal is to promote long-term balanced development of the population.
