Conflict mediation among community residents as presented in this thesis, is an system arrangement which is used to resolve the conflict in the community , having inherited the local provincialism and local characteristics resources from the conflict mediation that occurs among people ,and obtained the support of the state power. So it is a very influence and existence system. As well as this thesis comes to terms with the perspective of system sociology, The conflict mediation is an organic junction between the internal institutions and external institutions. Using case study analysis of conflict mediation within "W" Street Committee, this thesis will try to analysis the institution which is forgot by the scholars of the politics, law and sociology for a long time.This thesis is divided into four parts.The first part ,"Introduction". It consists of addressing issues, a general discussion of the current state of community mediation, and the theoretical perspective and methods used in this study. The theoretical perspective is the institution analysis method , which is good at analysising the interdynamic relations between the external institutions and internal institutions, and being careful attention to the social requirements .The community research methods is used in conducting this research. In the actual process of conducting research , the author maintains a value neutral position ,who is outsider to the observe the complex social phenomena , restoring the origninal true state for the community mediation system.The second part, " Development of Community Mediation within "W" StreetCommittee ", is primarily a describe of the general situation about the "W" Street Committee , as well as forms and developments in community mediation. Given this foregrounding , is it clear that community-level mediation is developed by meeting the requirements of the practice and current circumstances, and is an important space and method of realizing this broader goal.The third part, "W community mediation system in practice conditions", is a relatively in-depth and thorough introduction to the work and responsibilities of mediation in that community, as well as its organization, stiiicture and working model with typical case and classify method . Through this introduction it is possible to see particularities of mediation mechanisms, their arrangement and use, and community mediation's actual level of development and effectiveness, and a conclusion about the community mediation holding together two institutions.The fourth part, "Theory examining the questions of the Community Mediation System", is dedicated primarily to describing how challenges facing community mediation in a new era and under a new circumstances as community mediation. There are four questions. The first question is the social requirement and authority of the Community Mediation System. Popularization, privatization and the manifold needs of people, will affect the legal status's foundation. The second question is sphere of action of the Community Mediation System. Some community conflicts which don't belong to the Community Mediation are undertaked by the Community Mediation . Some which the Community Mediation can be able to mediate don't mediate effectively. The situation will effect the prove effective. The third question is the main's role strain of the Community Mediation System. It shows on the conflict between the Residents' Committee and government organization. The fourth question is the pattern of the Community Mediation System. The Community Mediation needs multivariate mediation patterns.Finally, a brief conclusion. The Community Mediation System is worth researching . If the system develops, it will adhere to the social requirement.
