With the rapid development of social economy,Staff of Institutional Organizationare divided into three parts calledadministrative staff,technical personnel and handymen.Besides,which named “personnel outside the staffing plan” occupies the majority of Institution.More and more attention and critics grows in the society since unofficial-staff started becoming the strength of every single institution.How toadministrate this group with uniform policies is particularly topical among all the problems.Now a days one coin has two sides.Unofficial-staff is free from restraint of institution,while the group can't be entitled to the allowance like the standard staff.The circumstance is quite passive because labor disputes between off-staff and institution emerges occasionally.Each division has its own responsibility.Department of Set-up is responsible for the staff establishment.Department of Finace gives financial security.Regulations on personnel administration of institutions regulates that institution must award a contact with institution establishment workers.In additio,the regulations specifies employment,labor turnover and system of rewards and penalties.Labour contract law regulates that emplyee must sign written contract with employers in one month,pay insurance.In addition,negotiation system on wages,equal payment for equal work and other related regulations includes.In the course of pratice,not all the intituation carry out regulations.To keep up with the pratice,mechanism needs to be rebuilded.Many issues influence the development process of intituation.In this paper how to administrate unofficial-staff from beginning is the most important issue.Having win-win situation is on the basis of administrative costreduction,unofficial-staff management,mechanism strength and legitimate rights and interests safeguard.This essay will take example of unofficial-staff management in Dongqian Lake schools.Through finding and analyzing the problems of current situation of unofficial-staff management,this essay will make comments of improvements which includes checking and classification contingency post.In this paper the writer was discovery dongqian lake area schools and students numbers.Made the program.This essay is aimed to provide the reference of unofficial-staff in other intitutions.
