With the foundation and development of socialist market economic system, the establishment of such concepts as autonomy, equality, fairness, impartiality has provided the prerequisites for the formation and development of teachers' ethics in higher learning institutions, and fostered the advancement for teachers' ethics. However, in the construction of teachers' ethics in higher learning institutions, there is no easily-operated check-up scheme. Moreover, the propaganda and education of the teachers' ethics seems weak. Neither is there a sound construction system of teachers' ethics yet. Marxist theory of human being provides theoretical basis for the analysis of characteristics of teachers' ethics, the goal of construction of teachers' ethics, achievement conditions, external restraining as well as internal excitement mechanisms.Teachers' ethics has such characteristics as being advanced, innovative, enterprising, widespread, profound and united and cooperative. Therefore, professional ideal (love and devote to work), professional attitude ( be modest and rigorous ), and professional conscience (impart knowledge and educate people) constitute the primary goal of the construction of teachers' ethics in higher learning institutions.The construction of teachers' ethics should start with the external restraining and internal excitement mechanisms. In the construction of teachers' ethics, an external restraining mechanism should be set up along with the satisfaction of teachers' basic needs. The purpose of such a construction is to arouse teachers' initiative, enthusiasm and creativity, so that teachers will participate in the construction of teachers' ethics. This will help set up good teachers' ethics and ensure that the goal of the construction can be achieved. Meanwhile, teachers' material needs should be met, and the impact of social environment, higher institutions and interpersonal relations on the construction of teachers' ethics should be attached importance to. Therefore, when designing, formulating and implementing the excitement mechanism, teachers should be regarded as a "concrete being and actual being", and scientific principle, systematic principle, impartiality principle, and the principle combining both material and spiritual stimulation should be observed. By establishing and improving the check-up and reward system, working out the concrete check-up methods and reasonable salary standards, and strengthening the reform of distribution system, the construction of teachers' ethics will be established on a solid material basis. An efficient and reasonable excitement mechanism should be beneficial to arousing teachers' enthusiasm, taping teachers' potentials, and building a working environment of recognizing talents, recommending talents, cultivating talents and urging talents to stay.
