Middle and primary teachers' continuing education is an important component part and an important means of teachers' career specialization .To promote development of teachers' specialities and to improve their training quality are a trend to reform teachers' training education by means of continuing education , which is concerned and supported in many countries all over the world , showing a fast-developing and increasingly properous prospect, and of course it's an inevitable choice for nearly all the clerks at teaching posts nowadays . In China , " teachers' vocational studies " , as a kind of education system , has already been affirmed in law , continuing education has become the most influential concept of improving teachers' qualities With further development of continuing education, training quality has been more and more concerned; teachers' continuing education must be transferred from quantity mass to quality connotation . As a primary and basic form of teachers' continuing education , the college-training model, how to set up a quality insurance system and assure its quality , is especially important . This chapter , based on the theory of contemporary education quality insurance system which is regarded as the core of exploration to improve taimng quality , will deal with the further study of the inside-quality insurance system of teachers' continuing education in the college -training model. The chapter , which is combined with the reality of performing the first scheme of teachers' continuing education at all levels ,with a great many subjects , by multiple forms and multiple channels , especially with the author's own experience in performing the quality insurance of middle and primary teachers' continuing education , states the quality target as the core , combining theory with reality , meanwhile perfection , superior input insurance , process insurance and output insurance of education insurance system are mentioned here . In my opinion , this study will be very meaningful to education insurance system of" the 15-year scheme" in theory and reality .The passage is divided into seven parts :Part One : Introduction shows the causes of choosing topics and studies situation analyses and designs.Part Two : The setting-up of continuing education insurance system , states middle and primary teachers' continuing education project in China and quality status , describes the implication , characteristics and its standing of the college-training model , sets up relative theory basics of teachers' continuing education insurance system and puts forward qulity insurance system of the college- training model.Part Three :Continuing education target system . It's a logical starting-point of performing quality insurance to set up a scientific and suitable quality target system in the college -training model.Part Four : Input insurance consists of several kinds of input factors : point system , constructm of bases , subject resources and training resources of trainers , which deeply influence training quality of the college- training model , and show how to build up top training resources , to perfect input insurance and to meet the increasing needs of middle and primary teacher's training .Part Five : Process insurance properly deals with all kinds of contradictions in trainings , strengthens process arrangements , performs valid training strategies and assure process qualityPart Six : Output insurance especially states the appraisal methods of traning quality in the college -training model , introduces successful individual cases and also studies some proofs .Part Seven : On the exploration of teachers' continuing education quality insurance in network times , which describes reform of the methods between far-distance education and teachers' continuing education , introduces some study examples in my own experiments and shows how to assure contemporary far-distance education quality .
