China's non-governmental education has seen a rapid development and become an indispensable part of the education enterprise. Vocational education and training is not only the basical educational system in our country but also the essential part of China's education enterprise. Vocational education and training is closely connected with economic development and it's becoming the focus of people's attention in the process of china's education development. There are both good strategy opportunities and severe challenges facing Hunan's vocational education and training development .The research of strategic management plays an important role in strategy formulation and implementation of Human's non-governmental vocational training structure. The applying of analytic tools of PEST, Port's five forces model of Competitive analysis and SWOT analytic technology shows that Hunan's non-governmental training structures have both internal advantages and disadvantages; external opportunities and threats. And the combination of all various internal and external key factors is also very complicated. In order to make full use of our own resorces strength and grasp the external opportunities; to get rid of competitive disadvantages; to overcome the external threats and realize the great development of Hunan's non-governmental training structure, it's up to us for focusing on the market, the local economic cultivation and the laborer. It's up to us for surviving by quality, developing by differentiation and making profits by scale; It' up to us for increasing the inverstment of training and making the best use of all kinds of resources; it's up to us for running after quality, having our own speciality, setting the leading brand , competitive advantages and operating efficiently. By applying TOWS (Threats-Opportunities-Weakness-Strengths) matrix and grand strategy matrix ect. to formulate Hunan's non-governmental training strategy the intensive strategies are our first choice. And we should differentiate according to the characteristics of various kinds of industry. Horizontal Integration strategies are also good ones, but we should pay attention to the innovation in the process of development. The main problems to settle in strategy implementation lie in the following: Rational allocation of resources; Adjustment of the organizational structure; Perfection of the job performance, Creation of good cultural environment for the assistance and formulation of controlling system of strategy management. At the last part of the thesis, it presents us a practical research about one non-governmental vocational training structure in Hunan.
