As an important way to transform government function, e-Government (e-Gov ) has been paid much more attention by governments around the world. What the governments and IT enterprises are concerned about is how to implement E-Gov and push the governments to transform effectively. This thesis illustrates basic concept of E-Gov and the theory of E-Gov system, and discusses the structure and model of E-Gov system in detail. On the other hand, based on the practice of Shanghai Municipal Education Commission's (SHMEC) E-Gov system, the thesis puts forward a scheme of implementing an E-Gov System in the SHMEC and the relative educational organizations. This scheme uses Java and JSP Technology and runs on the IBM WebSphere Application Server. The system has a good feature of transplantable and across platform, which has been used to process the daily transaction of SHMEC. The thesis expatiates implementation method of system and analyzes and discusses in detail one of concrete modules (MeetingApply module) , based on the practical research and development.Through studying relative theories and taking part in the practical developing, the thesis puts forward feasible strategy for educational organizations to practice E-Gov.
