Two types of community refers to "resource-saving and environment-friendly society." Resource-saving society refers to the entire socio-economy is built on resource-saving , resource-saving is the core of resource-saving society building, environment-friendly society refers to harmonious coexistence between man and nature of, the core content of the production and consumption of human activities and natural ecosystems, coordinated and sustainable development. And the construction of "two types of society" lies in establishing a group of innovative talents, although there are many scientific research institutes and universities in Wuhan, the talents are lack of competitiveness and the structure contradictions of the talents are very clear which is not conducive to two types society construction, so to study government how to play an important role in establishing innovative talents will has great theoretical and practical value.In this paper, the main research method is standardize method, in the meantime, it combined with historical and comparative methods, using regional economy, human resources management, administrative and other multi-disciplinary knowledge to conduct comprehensive macro, meso and micro studies , and put forward a number of practical measuresIn addition to introduction, this article can be divided into three sections.The first section gives some theoretical introductions of "resource-saving and environment-friendly society." and has a comprehensive and deep explanation, it gives some foreign research in this subject when introducing this theory.The second section gives some introductions of current Wuhan talent situation, besides, it has a deep and comprehensive study on enterprise , governmental and scientific talents, finally, it puts forward some main problems.The third section gives some operational and targeted suggestions on personnel building, training, assessment, the role of innovation.Finally, it gives some forward predictions of this subject.The innovations of this article are as follow: firstly, the topic meets the times, the research of the subject not only conducive to Hubei province but also to the whole central china, other regions can learn from it, as a result, from this view, it has great theoretical and practical meaning.Secondly, it combine the research of talents with the specific region which makes the research more targeted and operational, in the past, most of the researches are isolated from specific regions which makes the research lack of target, the most successful point of this article is to put the research into a specific region, the results of this articles are also conducive to other regions, because the issue of talents not only have common characteristics but also special characteristics, in other words , it is the combination of common characteristics and special characteristics.Thirdly, in this paper, it makes full use of comparative method, find problems when comparing which makes the research scientific and forward—looking, many ideas of this paper are from advanced areas or developed countries.Finally, it conducts the research in a multi-disciplinary and multi-angle way which can get more theoretical support. Compared with a single point of view, single-subject study, it will be more convincing.
