Internet is like an information ocean that is polluted. What's more, it is open and those young learners haven't fully cultivated information literacy. So online learners will be bothered by useless information if they are allowed to wander freely from node to node and Internet lacks effective management. Thus, learners will get lost in the Internet information. And this phenomenon could affect the efficiency of online learning negatively. This is a very serious problem that is called information disorientation problem. So we must take effective measures to induct and manage the behavior of learners on the web, and to filter the information that is harm to study, in order to avoid information disorientation in web-based learning.Teacher is the organizer of web-based instruction, hi the solution to the above problem, teacher should take principal responsibility, which is teacher's role before Internet.On the base of solution to the information disorientation in web-based learning, the thesis discusses that teacher should be Web Navigator before Internet, namely navigator and escort. Thus, it educes the emphases of the research-Learner Internet Management Platform(LIM). It will help teacher to play the role of Web Navigator successfully and solve the problem smoothly, which is also the start of the research. At the same time, based on the analysis and research of current content risks, the thesis brings forward a design framework for network content security solution. It is also called Learner Internet Management Module. At last, the thesis provides the design and realization solution and theory of LMI in detail.The characteristic of the platform is the soul of it-teacher. The platform will not fully give play to the efficiency unless teachers have scientific thought about education and take correct attitude towards the platform. Thus, the safe and healthy network learning could be ensured.
