Competition between countries never stops though we are already in the 21st entury. With time going on, education is playing a more and more important role in the increasingly intense international competition. One of the most important measures adopted by nearly all countries in the world is to better their teachers. Since we are now one of the WTO members, our country is in great need of talents both in qual i ty and quantity. Moreover, we have much work to do to improve our middle school teachers' quality, one of which is how and according to what we are going to appoint one a teacher. That's to say it's urgent to get Engagement System for Teachers (EST) implemented.EST is adopted widely in the world. This kind of system has been adopted gradually and partly in China, among which the city of Shanghai has achieved a lot in this field. My experience itself has also proved it pressing to implement EST. To improve this system, we have a lot of work to do. Based on document analysis and carefully-done survey, this study aims at two problems which are most challenging of all.The first one is about those who are not appointed teachers after a tenure of his or hers. According to systems engineering and EST practice, it won't be a genuine one unless this problem is solved. A system is changeable and connected to the outside. A system of teachers should also be changeable and connected to the outside with new teachers coming in constantly and unqualified teachers leaving their jobs as a teacher to make a system of teachers better and better. This study shows that the point is to get those unqualified teachers away from their positions. Three reasons for this idea are: motivating theory in management; market mechanism and the practice of dismissing unqualified teachers in western countries. It is also taken into account that we must try our best to make this solution accepted by all the teachers. Besides, there are several matters requiring attention in operation. We must arrange well the relationships between reform, development and stability. Educational departments must cooperate well with those concerned. Opinions about EST should be whipped up in the society. Teachers training should also be done better than before while we are dismissing unqualified teachers.The second one is how to evaluate a teacher in EST. This is a problem every middle school must face as long as it is implementing EST. Specifically speaking, according to what one school will make a tenure-appointing contract with a teacher, and even though one school has known how to evaluate a teacher, is it acceptable for people to neglectone of the most important modern evaluation function - to improve ateacher? The problem to be solved is that EST needs evaluation for management while evaluation's most widely acknowledged modern functionis to improve teachers. Building on former studies, the writer putsforward an evaluation model-teachers' managing and improvingevaluation. Its characters could be described as the following: (1)It's aim is to get teachers' improvement and teachers' management combined, not put together only. This could be done because a lot of their evaluative aspects are the same; (2) Teachers' managing and improving evaluation lays emphasis on "improving" In addition. Only when it's necessary, can emphasis be laid on "managing", such as when it's time to decide if a teacher is allowed to work at his post. (3)Teachers should also be clear which aspects are used to improve them or manage them when they are evaluated. It is discussed as well that how much different evaluators' evaluations weigh in different evaluative aspects.The title of this paper is "On Some Problems about EST in Middle Schools in Shanghai" Having solved the two challenging problems, the writer provides an arrangement about how a school wi11 prepare, make and monitor tenure-appointment with teachers, which will be a help to some schools' practical work.
