The shortage of education investment is the critical problem, which interferes with the development of Chinese higher education. Since 1997, except few special colleges and universities, such as agricultural, military and teacher's college or universities, all the universities have carried out the tuition system. Majors of teacher's universities began to charge tuition on students in 1999, which is only half of the tuition on non-teaching majors. In 2000, the tuition of teacher's universities in Shanghai and other highly developed regions charge as much as other universities do.Free tuition has been the biggest attraction of Teacher's universities for many years in China. Charging tuition may cause the change in the quality and family background of students. In this study, the objects of the investigation are 98-class, 99-class and 2000-class undergraduates in East China Normal University. The investigation includes candidate's personal data and family financial status. The empirical study covers students' hometown and their qualifications in the tuition system. All these draw the conclusions as follows:1) There are more female students than male students;2) There are more urban students than rural students;3) More students come from above average revenue middle-class families;4) The profession of students' father keeps the same as usual;5) The ratio between the former year graduates and this year graduates keeps the static balance;6) The average quality of students has no great change;7) The percentage of top students has been increasing, but there is slight drop as far as the more expensive tuition is concerned.All the above are due to various reasons. It is hard to give an explicit liner interpretation. This thesis analyzes and interprets the general behavioral procedure of privately invested higher education in view of students and their families' selection of universities. On account of families' average revenue, the economic interest and consuming interest of teacher's higher education investment, the policy of investing teacher's education, etc., different students with different abilities have different economic status and preferences for employment in accordance with their different hometown, sex and income classes. In addition, the tuition system itself bears some problems, which becomes one of the reasons that cause the charge of students' family background and quality.At the end of this thesis, it makes further study of the teacher's higher education system and tuition system, and contributes some constructive suggestions in the hope that the tuition system of teacher's universities will be improved on the basis of education's fairness.
