This research is established in education technology and try to solve this problem by contract method .The study designed from five respects of problem-solving skills, encompass the ability to select problem, to plan; to be resourceful in seeking help from others; and to think critically, creatively, reflectively, and flexibly, trying out alternate solutions to both cognitive and social problems. And attempted to apply GBS (Goal-Based Scenario) into elementary education for fostering student Problem-solving skills, constructed a synthesis learning environment, include schoolroom ,Community and network. Moreover achieved practice teaching based on network platform. For the sake of the loose of knowledge structure , The writer make student use Concept Mapping to accelerate student to self-question for the study process and the review.For validate the scenario ,the dissertation selected 176 students (12~14 years old ) in three middle and primary schools in Guangdong Province. And these cases are being happened but solved not yet .Finally choose following three cases : "Concrete factory survey" ," Park investigation" and " convey of school"The basic frame of GBS cases is : First of all present a target problem which will be resolved to student and fix a set of actions plan involved knowledge and skills which would be learned by student. Moreover Student comprehend the problem by means of completing a series of actions plan. At the same time, they also mastered skills.After the research, by qualitative and quantitative analysis, the author testified the hypotheses :(1) Goal-Based Scenario have obvious effect in accelerating problem-solving skills. (2) The practice teaching based on realism problem can cultivate the integrative abilities (3) Concept Mapping accelerated structure of knowledge. All these can validate that GBS revised help to foster problem solving skills.
