In the 21st century, as we put forward constructing the lifelong education system and establishing a learning society, the adult education scholars and the community education managers cannot help but pay more attention on how to develop community education resource properly as well as how to promote community education development rapidly. The following methods are used in this paper on the community education resource development: literature research, questionnaire survey, scene observation, visitation and discussion.The first chapter put forward research issue, mainly analyzes the background, research aim and research meaning on community education development. As the logical start point of the research, in this chapter, the author analyzes deeply the achievements for the practice and the level of theory research, the social and educational background of community education resource development; discusses the research aim and the meaning for theory research, practical application as well as the impact on the school education reform and social continually and steady development.The second chapter is the theoretical discussion on community education resource development. In this chapter, the author explains some correlative concepts; discusses the main theory foundation from three aspects: the system theory , the continual development theory and the adult education theory. As for these theories have relative correlation with the community education resource development, it gives the theoretical support for the research.The third chapter is the status quo research on community education resource development. In the chapter, based on the analyzing and referring the experience of foreign community education resource development, as well as the investigation result of the status quo research on Zhabei District, Shanghai, the chapter comes to the conclusion that, there is "open view" vs "exclusion" in institutions of education, "adaptive view" vs "limitation" in non-education institutes, "participatory view" vs "non- sufficiency" in individuals, "harmony view" vs "delayaction" in immateriality education resource, all these help us to develop community education resource availably.The fourth chapter is the countermeasure of community education resource development. In this chapter, the author focuses on how to develop community education resource more efficiently. Firstly, the author puts forward four basic principles, such as community-based , Humanist, Openness and integration, as well as the strategic emphases on development of community education resource. In the second place, the author indicates concrete solution, including the change of ideas , reinforcing of promotion , reformation of current management system , constitution of resource development planning , establishment of security system, and etc. At last, the author also expresses some suggestions for community education bases, "Courses", "Human resource" and the development of immateriality education resource.
