World Of Three Countries, Community-based Integrated Early Service Organizations Operating Modes Comparative Study

In recent years, the community-based integrated services for young children have been set up in some country. China also proposed the policy to build community-based integrated network by the end of 2007. But we are not clear how to promote the policy.The essay compares the operation model of the community-based integrated services for young children in United Kingdom, Australia and Japan by adopting the method of document and comparison. In this way, the essay aim to know how the three countries promoted the policy and find some experience and lesson in the operation. Perhaps it can help us know more clearly about some concept of the policy promotion and grasp some law in policy promotion. We hope all of them will help us implement the policy in some way.On the base of review of the building and developing of these integrated services, the study compares the current operation models in these three countries in the area of operation aim, implement system and support system. Then the study compares the reason of difference policy promotion way in these three countries in the area of political system, history custom, manage system and value orientation.On the base of analysis and discussion, the author forecast the trend of ecological , individuation , science and democracy of the operation model. On the other hand, the author proposes some advises to promote the policy in China.
