So it is evitable to study our university sci-tech system reform.Based on the summary of science system reform about our country and other country university, the achievement and problem on it is deeply probe in theory and study in practical. By studying the basic problem on our university and institution system reform and the function of management, we put forward some advice.Firstly, we should liberate our thoughts, and construct our higher-education system which national university is the main aspect and state one and private one are the two wings.Secondly, we should quicken the inner mechanism, convert the university function, and enlarge university autonomy.Thirdly, we should construct the innovative model of football team, meanwhile, we should place emphasis on intellectual property.Fourthly, it is necessary to build the harmony environment.In conclusion, whatever we shall do is to make our university strengthen innovation, to solve the problem which science and education and economy is divided, and to make our society prompt with endurable development.
