In our country, the development of modern vacational education is relay mainly on secondary especially high-school period vacational education. The history of secondary vacational education is a mirror of the whole. Looking back the history, we can find that after 20 years of pioneering work, the position of it has been established and acknowledged to a certain degree. It has formed an important part of secondary education in our country. However, due to the unavoidable and closed development system of vacational education itself, it can't meet the needs of the society to a certain extent. Facing to the grim situation, we find it has a theoretically and currently significant to scrutinize once more the function of China education and make it further meet the needs of the society and economy.The purpose of vacational education is to face to the market and the society directly. So, the training of talent must be got close contact with the market, linked up with the society and met the needs of various industries. In this way, vacational schools should readjust their plan speciality structure according to the variety and level of the talent market needs, workout relevant teaching plan and teaching outline, put them into effect to every concrete teaching link, and make the speed and scale of talent training meet the needs of the market.By reviewing the educational management ideology, the paper advocates new modern vacational education management concept, encourage the managerial personnel departments to realize the innovation of the new economic social management of 21st century by reasonal management, marketable operation, various school running, twin-teaching and network management.Viewing the development and the feature of the secondary vacational school, the research found that there are following problems in present system. First, the scale of it develops slower and the task of "the fifteenth" five-year plan is difficult to accomplish. Second, the development of it in the country faces one difficulty after another. Third, the funds of it has been inadequate and the difference was obvious. To solve these problems, the paper claims that things must be done to meet the needs of the society by implementing quality education. It is the trend of the times to do so. So, we must fullyexplore the educational foundation. This requires school managerial personnel to have a correct understanding of the great changes caused by reform to school management, repartee the changes by bringing forth new ideas in management, establish new school and management viewpoints, take people as a foundament factor, stick out the thought that school management must serve the development of student, teacher and school, respect the mass of teacher and student, find their advantages, and encourage them to develop themselves unceasingly, so as to ensure the reform to accomplish smoothly and improve the level of school running and education quality.In the course of carrying out quality education, we know that the problem of teachers is a serious one to education reform and development. So, qualified secondary vacational education teachers structure has been an urgent problem for us to solve. In this way, we should suit measure to local conditions according to different types, scales, levels and specifications to achieve the goal of "Low age, high record of formal schooling, high title of a technical, high quality and high efficacy". To ensure the goal with the basis, we should lay more stress on teachers individual quality, raise the whole quality of teachers, construct qualified and specialized teachers structure to promote the whole. We should also pay attention to the hidden structure of teachers and stick to the combination of full and part time teacher to deal with the selection and appointment of teachers.
