This paper uses the method of literature, expert interview, study, logical analysis and other research methods. It takes the overall quality management system of Post-graduate Education of Henan Physical Education for study. That is, Zhengzhou University, Henan University and Henan Normal University. It profoundly analyses the status and model of domestic and foreign educational organizations which implies the overall quality management system, and puts forward the necessity and feasibility of establishing the system. Meanwhile, it points out the basic ingredients of this system, and on this basis, this paper comprehensively analyses the basic elements of the operation strategy, which will help establishing the overall quality management system of Henan Province. The results show that:No.1 Applying the overall quality management system of education is necessary and feasible in the Post-graduate Education in Henan Province. No.2 Post-graduate Education is a process which colleges' or universities'Professors of Physical Education graduate programs provide professional services, and according to different educational goals, meet the needs of students, parents, sociality the employer the degree of explicit or implicit needs through the efforts of teachers and students. No.3 Physical education quality management is a management style which intends to cultivate the managers of post-graduate education with quality management education and physical education rules. Thus it plans, coordinates, controls and implies the education elements to guarantee the education quality. No.4 The sport science physical education of post-graduates is different from that of the academic type. It requires students to master a solid foundation for the field of physical education theory and extensive expertise, thus be competent in the technical education or sports management, and discover the problems in reality, as well as develop the ability of solving problems with their solid professional skills. No.5 The quality of the post-graduate education in Henan Province has six properties as following:functional, comfortable, timeliness, safety, economic, and credibility. No.6 The overall quality management system of post-graduate physical education in Henan Province totally includes six basic elements. According to the problems immerged during the research process, this paper makes the following recommendations:No.1 Post-graduate physical education universities and colleges in Henan Province should introduce the overall quality management theory, and select the most appropriate education element of its own. In accordance with the education characteristics of Henan Province, establishing their own overall quality management are quested to make the educational management more scientific and standardized. No.2 The eternal function and influence of introducing the overall quality management theory of post-graduate physical education in Henan Province is to make it run in the style of continuous improvement and enhancement. No.3 Much more emphasis should be put on to the quality of post-graduate physical education, thus make use of the key role of leadership. No.4 Post-graduate physical education universities and colleges in Henan Province should ensure the normal operation of the overall quality management system, and make clear of the responsibilities, as well as establish a sense of service in accordance with strict standards.
