The research on scientific-research teachers is not only to meet the need of the reform of the new curriculum, but also to promote the development of teachers' specialization and the reform of education. Teachers should, therefore, strengthen their study of theories and scientific research, improving their ability to do scientific research continuously.In this thesis, inquiry, interview, questionnaire, research and so on are used to analyse the scientific research of the teachers in primary and secondary schools in Jinzhou District, Dalian. The author tries to put forward with the idea that the base of scientific- research teacher lies in setting up a set of guarantee system and a network of scientific research, taking the opportunity to train scientific-research headmasters and teachers and establish the special topic scientifically. At the same time, Teachers Training School should play a leading role, guiding the teachers to carry on scientific research, setting up and improvingthe scientific-research base, establishing a core of scientific research which extends in all directions to the primary and secondary schools.Only by focusing on the reality of Jinzhou District, can we make the teachers' research more scientific and effective, and realize the aim of changing the 'experienced', 'knowledged' teachers into 'specialized' and 'scholared' ones.
