Through the investigation of Tieling City, Liaoning Province rural teachers refresher training status, the Author found that the rural geographical features and economic backwardness lead to presence of imperfect law, legislative lag, lack of funding for security, the conflict between working and learning, etc. the rural refresher training school teachers do not have the right to be protected. This study attempts to identify the factors that affect the rural primary and secondary teacher refresher training security by investigating the reality of the situation, to analyze the causes and propose feasible countermeasures to solve it from the perspective of institutional level, the organizational level and the level of the teachers themselves, hope to setting out the rationale for the Security of rural primary and secondary teachers. This study includes five parts:Part I: Introduction. This section introduces the research frontier in rural primary and secondary teacher education training right in issues raised, the purpose and content of research studies reviewed, significance and research methods, research thought and other issues.Part II: Research on connotation of teacher education in rural primary and secondary training right. This section includes three parts: the definition, the relationships of rights and duties among every legal subjects and the protection of basic concepts.Part III: The analysis of the present situation on rural primary and secondary school teacher training, finding out the practical difficulties by the proposed questionnaire which includes the questionnaire and survey interviews to the rural primary and secondary teacher in Tieling City of Liaoning Province.Part IV: The analysis on the influence factors in rural primary and secondary teachers’ right from the obligations related to the subject among teachers. After analyzing the relevant, and then to analyze the factors that affect the subject about refresher training teachers in rural primary and secondary school.Part V: Though the research on the current status, problems and causes of rural primary and secondary protection of the rights of refresher training, Propose the feasible countermeasures from the institutional level, the organizational level and the level of the teachers themselves.
