| In the personnel manageme nt of teachers,teacher appointment system occupies an important position.The perfect system can not only has a significant impact on the school’s personnel system,but also help the school to employ better and more appropriate teachers,which will improve the performance of students and the quality of school education.The United States is a developed country,and its economy,military,education are in the forefront of the world.The teacher appointment system in America has a long history,and its long process of development has always been very concerned about the quality of education,so that the system has been tending to sound.Firstly,this paper analyzes the development of the appointment system of public primary and secondary schools in the United States in the light of the present situation.The public primary and secondary school teacher appointment system experienced the birth period,growth period,mature period;the right to appoint teachers changed from the hands of the church to the school district education committee,and the standard of the teachers improved continuously.Secondly,it elaborates the theoretical basis of the appointment system of public primary and secondary schools in the United States,namely human resource management theory and teacher professional standard theory.The human resource management mainly focuses on how the teachers’ appointment system carries out the human resource development and the process of appointing the primary and middle school teachers.The teacher’s professional standard theory offers the basis of the standard used in the appointment of primary and secondary school teachers.Thirdly,this paper analyzes the content system of the public primary and secondary school appointment system comprehensively a nd systematically,and reflects the characteristics of the system,namely,the teacher qualification institution and the teacher appointment institution is different;the president has the decision-making power;the teachers’ appointment process is legal and open.Finally,according to the characteristics of the appointment system in America and China,this paper expounds the enlightenment of American public primary and secondary school teachers’ appointment system to our country.Mainly as follows:(1)enr ich the standards theory about the appointment of teacher;(2)enrich the methods of the teacher assessment;(3)standardize the teacher appointment contract. |
