The reform in mathematics education is posed by a variety of studies based on society, students and mathematics, when the progress of mankind witnesses the coming of the 21st century charactered by information. And so, it has become a global common understanding to give a good reflection to the mathematics education of the passed.Educational evaluation plays an important role in mathematics education, the value of which is incarnated by it, and then teachers, students and educators think high of the reform in educational evaluation of mathematics. Furthermore, because the direction of evaluation for mathematics learning with the strong character of imperial examinations, relates closely to the future of students, it has become the focus of mathematics education. Therefore, it is urgent to improve the understanding and research of it.Based on the historical research and the national mathematics examinations in China, this paper analyzes the traditional education and traditional mathematics. And, because the evaluation for basic knowledge and basic skills is the essential aspect of evaluation for mathematics learning, this paper analyzes as well the characters of it- On the one hand, it depicts the preponderance of mathematics education in ourcountry; On the other hand, it brings forth some malpractice such as appealing for immoderately details and skills for test questions that generate some ill effects to the mathematics education.According to the characters of evaluation for basic knowledge and basic skills, the paper then brings forward some suggestions about the reform of mathematics education in China in order to make the multi-functions of evaluation for mathematics learning realized: One is that we need to pay more attention to the background of mathematical knowledge and the essence of mathematical concepts; the other is that we should strength the uniqueness, evolution and wholeness of mathematics.
