China’s fine arts education reform has entered The Core Literacy Era. Under the background of this era,Basic Konwladge And Basic Skill Education in primary school fall into the "routine" and "past correction" coexistence of embarrassment. The confrontation between Aesthetic Education and Technical Ability from the beginning of the curriculum reform has never stopped. The causes of this situation can be analyzed from two points:The first, because of the uneven distribution of educational resources in our country, In many remote mountainous areas, the primary school art education can not meet the needs of the development of Core Literacy from both the teachers and the teaching materials. The art class teaching is still the basis of pure, this leads to a "routine".The second,China’s fine arts education from "basic education" to "three dimensions", now and again in the "three dimensions" based on the development of Core Literacy. This change, so that many front-line teachers into the current standard of excessive or one-sided interpretation of the situation, thus resulting in the correction of the past. In fact, the Basic Knowledge and Basic Skills, we should talk about should not be "exist" and "waste", but how to make the transition, can let the student through the "Double Base" learning to develop Core Literacy. Aiming at how to transform this problem, the author goes deep into the classroom of the primary school, and teachers discussions, methods of research on transformation and these methods are applied to the teaching practice, to provide a reference for future curriculum reform.
