With the coming of the 21st century, the reform of economic system and social management is undergoing step by step, the voice for orientation among government, market and society is higher and higher. Conventional modus operandi that government and enterprises and institutions do the all-in social management and social work is being spurned progressively, community has become the body in the field, it's station, merit and function are being embodied sufficiently.
