The evidence-based investigation of the fundamental education in a county in the North China indicates that the present financial system of the rural fundamental education as the main investment of the county government deals with the focus of the government's investment system for the fundamental education too low and the teachers' salaries to be owed, it helps to adjust the educational resources in the upper government of the county to afford the funds for the rural fundamental education than before, and relieve the loads of the country governments and the Chinese farms. However, most of the county governments do not have sufficient financial capability. The relatively lack of the educational investment is always the most difficult question that obstacle the fundamental education development in the county in the west of our country, the main difficulties are: the severe lack of the public funds; too many debts has become worse and worse to school; the dangerous schoolhouses urgently need to be dealt with; the teachers level to be worried about. These lead to more difficult to consolidate and enhance the "two basic "task. The main reason is that the governmental investment is serious lack, that the educational management system and the educational investment system are not smooth brings even more difficult to schools who has so little money, besides the county economy develops delayed, it can't bear the educational cost, and can't achieve effective educational supply. For this reason, I recommend the Government to increase the financial investment in education; I propose that to perfect further the management system of "to give first place to the county"; to set up and perfect a systematic procedure to ensure the rural fundamental education investment; to formulate definitely the investment proportion of the five grade government include central authorities of party, province, city, county, town; to implement the center of the rural educational investment body to move upward in the impoverished area; to put the roads that the funds allot in good order; to develop actively the work-study program; to support with whole hearted dedication all thesociety to run school; to carry out the free compulsory education to the students who come from the poor families.
