Although it has made great progress in the past decades, Chinese compulsory education is still faced with many problems, the most serious one of which is fund shortage of rural compulsory education. Presently, rural compulsory education is caught in a dilemma: On one hand, it is now haunted by a lot of finical difficulties; On the other hand, it, in the new century, meets some challenges, such as rural fee- tax reform, China' s entry into WTO and some of the kind. Funds has become a bottleneck which slowers development of rural compulsory education. This article aims to perfect system of rural compulsory education on the base of an particular analysis on tax, finance, education and social security policies. The points revolved in it are as follows: focus of government' s allocation, distribution of fund for the educational organization at different levels, tax and lottery ticket for compulsory education and civilian-run school.
