New liberalism idea and public management theory are the majortheory foundation of education reform in recent 20-30 years in the westeconomic advanced countries, such as Britain, U.S.A, Australia and NewZealand, etc. Under the influence of it, some school managerialorganizations have been founded which are managed by parents andcommunities——School Board in Britain, Local School Council inUnited States, School Commission in Australian and Executive Councilin New Zealand, for example. They also possess the correspondingmanagerial funcations, for instance, School Board in Britain has moreauthority over enrollment, public finance and employ. Local SchoolCouncil in United States possesses the power for dismissing theheadmaster, defining the key points of budgets and curriculums. Amongthe schools, parents and communities, a common view of cooperatingequally has been reached,and a good "partner relation "has been formedas well,while the tendency of layman representatives being edged alsoappeared.In our country, the planned economy is being changed into themarket economy. An investigation of 176 headmasters,352 teachers and343 parents from the public primary and secondary schools andkindergardens in Shanghai and Jiangsu province proved that the ideas thatthe schools, parents and communities should cooperate equally and thatparents and communities should know the facts of a school have formed...
