China Accession To The Wto Personnel Security Issues In The Preliminary Study

After our country joins WTO, talents' competition is aggravated, the situation of brain drain is more serious. Involve state secret post, master national key talent of technology appear loss talent's safe problem will take place, talent's safe problem is a national security question in fact after all. This has antagonism on strategy in influencing international competitiveness and national security. So, studying the safe problem of talents after the accession to the WTO of our country, especially the key talent's safe problem has great theory meaning and realistic meaning.In the common construction project or the safety evaluation of the system, there are a lot of evaluation methods suitable for choosing. For example, event tree analysis, security checklist analysis, event tree analysis, fault tree analysis etc. Talent's safety evaluation is a brand-new subject, the system of talent's safety evaluation has not been set up yet at present. This paper consults and draws lessons from the common construction project or the safety evaluation method of the system, and studied and set up safe problem evaluation methods of a set of talents suitable for the national conditions of our country.This paper has pointed out the subject matter that talent resources of our country exist at present, and analyse the reason of finding out, solve talent's safety evaluation method after putting forward one set, and offered the method for predicting talent's safe problem. This paper summarize our country tackle measure that talent competition take after the WTO at present, and has proposed solving talent's safe problem supplementary countermeasure measure further.
