To analyze the problems of establishing general education for unemployed-low-education people in Macao is the main purpose of this thesis. Literature review, questionnaires and interviews are used in collecting data.The main objective of the Macao Government to conduct general education courses for the unemployed with low education is to upgrade their educational and social knowledge with the hope that they can find employment in the future. By attending the courses, attendants can revive their interest in learning. Besides, they are encouraged to make improvement, hoping that they can build up the concept of learning for life with the spirit of self-strengthening. Such policy is more effective and proactive than just offering the unemployment allowances. On the one side, it helps to solve the pressing financial needs of those unemployed and on the other, allow them to acquire more knowledge and skills to upgrade themselves. In this way, they can compete with others and find a job in the labor market.However, some voices from society criticized that distributing allowances to the unemployed permits them to become lazy and rely on the allowances without looking for jobs. They also commented that those attendants went to class just for getting allowances from the Government without any desire to learn. So, these attendants were taken as living worms and the social image of these unemployed was harmed. In order to study more on the existing problem of such policy, data was collected from questionnaires and interviews with attendants and teachers of the program as well as employers and employment agents. Suggestions for improvement were made based on the problem found.Findings were concluded from the interviews and questionnaires. The existing problems of the general education courses for the unemployed include the following: the negative learning attitude of the attendants affected the effectiveness of the courses, the contents of the courses were not practical enough, the teachers lack professional qualifications.Based on the identified problems, six suggestions were made: encourage the attendants to take initiative, change the self-evaluation of the attendants, improve the professionalism of teachers, increase the practicality of the courses, facilitate assistance from social workers, assign a class prefect to each class.
