The foundation of a well- qualified and highly effective group of teachers is the key to the development of basic education. This paper, under the guidance of the theories of educational administration, educational science of law, educational psychology and modern personnel management, tends to probe into the practical ways of improving the construction of the teachers' group in the application of a new type of educational personnel system, analyzing from law relations, labor relations and practice the present situation on the background of the implement of appointive employment.From the rdations of law, the relationship at present between teachers and schools in our country is changing from administrative law relations under the system of appointment to the civil law rdations under the system of employment. And from the level of labor relations, the nature of the labor relations in public schools under the system of employment still belongs to the relationship of socialist labor coorperations. Meanwhile, there also exists transformation of the right to use the labor force from teachers to schools. Besides, from practice level, teachers might easily fall into a weak group, due to some certain factors restricting the complete application of the system of teacher employment. Therefore, upon the basis of the ananysis of a particular case, the author finally presents pieces of conception on the optimization of the teachers' group in the implement of employment system.
