In the period of comprehensively deepen reform in our country,in order to adapt to the needs of the development of universities,model fixed pattern of labor relations had been broken,reforms of the personnel system was carrying on with the introduction of personnel agency system and project management.Reforms of the personnel system to bring a positive role in the development of universities.Labor relations in content and form is more diverse with the variety of forms of employment,but Labor relations more multifarious too.It is more hard then before to establish harmonious labor relations in universities.The paper studies the Non-Establishment labor relations in A university through documents and case study method.The research object of the paper with agency system,project management model and logistics staffs.The problems of labor relations in A University as follows.The personnel agent system implementation process is not standardized,the personnel agency function is not perfect,personnel agency staff faced discrimination and unequal pay;Project management model faces recruitment difficult,poor working enthusiasm,low salaries;Logistics entity management is not in place,lack of salary system,social security participation rate is low.The causes of this phenomenon are various.Personnel agent supporting laws and regulations are not perfect,problems in the establishment of the system;Project management model system implementation is not complete,the pension system is not perfect;The lack of public welfare policy of logistics positions,the management accomplishment of the rear service manager needs to be improved.The Non-Establishment harmonious labor in university relations is proposed in this paper should follow the people-oriented,in accordance with the construction and sharing,the principle of innovation.This paper puts forward on perfect the school rules and regulations,establish a reasonable salary system,improve the rate of social security,the optimization of pay of provide for the aged,opening the Non-Establishment employee's promotion channels,attaches great importance to the organizational culture of cultivating.These suggestion is just for harmonious labor relations in university.
