Properly located kindergartens; qualified and competent staffs and high quality education products and services are all advantages while high human resources costs, low development and research capability and a lack of understanding of the new situation create barriers. These kindergartens should take advantage of the local development and get involved in it, expanding businesses by building pre-educational networks in the neighbourhoods. Thus they take care of the children to meet the residents' demands and become a resources centre which gives professional instructions to parents and communities.
