The thesis, belonging to the field of higher education, probes into the questions of higher educational macro-administration. It is an indisputable fact that higher education is developing towards globalization and approaching to the market in the process of economic globalization. It is in such a notable process that the higher education is undergoing a series of transformations, among which higher education macro-administration has been given particular concerns.In this thesis, the author focuses on the relationship between higher education institutions and the government in an attempt to clarify the status, attributions and the relationship between the two; and from the perspective of how to strike a balance among rights/power, accountability/responsibility and interests, the author explores the adjustment of the relationship between higher education institutions and the government. The thesis begins with the analysis of the research background of higher education's globalization and "marketization"; then it recalls the history, evolution and the problems of the relationship between higher education institutions and the government in China; after that is a comparative analysis of the foreign situations and implications; finally, the thesis, from the respective angles of higher education institutions, the government and the market, analyzes the status and attributions of higher education institutions and the government and puts forward suggestions on how to adjust the relationship between the two and how to strike a balance.
