A Study Of The Relationship Between The Government And Institutions Of Higher Education In Modern University System In China

Establishing modem university system is an inevitable choice of the reform and thedevelopment of Chinese higher education whose basic objective is to deal with therelationship among the government,institutions of higher education and the society.Based onthesituation of our country,for quite a long time , the social power of our country haslittleinvolvement in higher education . 0n me contrary,the relationship between higherinstitutionsand the government is much closer.It is contended in this paper that the corequestion ofestablishing modem university system with Chinese characteristics is to balancetherelationship between the government and higher institutions . Thus lies the researchemphasisof the paper. How to balance the relationship between the government and higher institutions is aproblem needing to be solved.Solving the problem successfully will be of great importancein guaranteeing the healthy and prosperous development of higher institutions in ourcountry,inproperly transforming the governmental functions,and in creating a better policyenvironmentfor higher institutions and other services.Under the system of planned economy,ourgovernment incorporates the rights of holding,managing and running higher institutions.Thegovernment puts emphasis on the interference and control of the management.manages theinternalaffairs of higher institutions in a too detailed manner.Consequently,the independence of runninghigher institutions is greatly influenced by the governmental functions and can not be properlycarried out.With the establishment of the socialist market economy and the deepened reformof the system of higher education,it is essential to improve the relationship between thegovernment and institutions of higher education.The government should properly transforillgovernmental functions while institutions of higher education should havethe courage to earlyout the reform of internal management mechanism.In the process of establishing the modemuniversity system , both the government and higher institutions shouldtake necessaryresponsibilities. Based on the analysis of the meaning of modem university system,and through theanalysis of the relationship between the government and higher institutions in developedcountries and the analysis of the existing problems of our country,this paper offers relevantmeasures of dealing with the relationship between our government and institutions of highereducation. This paper consists of four parts.The first part studies the meaning of modem universitysystem and makes it clear that the core question is how to balance the relationship betweenthe government and higher institutions;the second part offers a case study and analysis ofthe university system of developed countries,describes and compares their explorations in theprocess of balancing the relationship between the government and higher institutions,andanalyzes its advancement;the third part analyzes the history and current situation of therelationship between the government and higher institutions and rationally think about theexisting problems;based on the preceding analysis,the last part discusses how to deal withthe relationship between the government and institutions of higher education and offersrelevantmeasures.
