Development evaluation of teachers refers to the evaluation which is intended for promoting the development of teachers, continues in process and all- round in multiple angles so that it can stimulate the subject sense of evaluated persons to the work and can satisfy the need for communication of valuated persons and increase the career identity of valuated persons. Only by grasping the essence of development evaluation of teachers, can its stimulated function be brought into full play and can this mode ene.Remarkable transition is taking place throughout the world in the major purpose of teacher evaluation from simple judgment to promoting teachers professional development. The main strategies adopted include: facilitating teachers' participation in evaluation, seeking a balance between performance appraisal and developmental evaluation, redefining the standards of teacher evaluation and taking each teacher's characteristics into consideration.Assessment of teachers aiming at reward and punishment has its drawbacks, while developmental assessment of teachers, a kind of productive assessment, doesn't aim at reward and punishment, but raising teachers' specialty level, thus attaining the aim of developing school. Developmental assessment of teachers has its own character, distinctive principle, system of assessment criterion as well as procedures of assessment.In the concept of the developmental teacher evaluation, we must persist in a primary objective of the enhancement of teachers' development, encouraging an active participation of teachers in evaluation, noticing a dynamic and shaping evaluation, emphasizing communication and discussion throughout evaluation, focusing on individual differences of teachers evaluation, etc. The developmental teachers evaluation adopts the chief methods of teachers' self-evaluation, mutual evaluation among colleagues.Teacher evaluation is the important part of the educational and didactical activities in the basal education and it is the difficult problem in the field of the theory and practice of the educational management. The teacher evaluation should be the effective approach of improving the teacher's development and the quality of teaching in theory.
