Since 1990s, the poor problem in the city of China was outstanding day by day. The urban population poverty is sharp contrast to high-speed development of the whole social economy, bring a series of social concerns, therefore become the focus that the public and educational circles pay close attention to. Shandong started three-assistance-policy of" house, medical treatment, education " for poor urban family in 2004, and education-assistance is an important respect among them. Education-assistance is that in order to ensure the right age people's chance to be educated, country, public organization and individual offer material and fund in different stages to the poverty-stricken areas and poor students. Its characteristic is to help poor population to finish the study at relevant stage through reducing or remitting tuition, improve their cultural technical ability, solve their sustainable daily needs finally. This article takes " education-assistance " as the breakthrough point studied, through on-site inspection on the families that received education-assistance in Jinan Lixia Daming Lake district and every of its subcommunity, find the life state of the families and their current demand, understand the experience, impression in the course for help; From the visual angle of the persons who are helped, analyse the support that are obtained from the social environment in the predicament, namely the unofficial-social-support and official-social-support. probe into the plural-social-support-system formed by this and its influence for consciousness for help of the persons who were helped, aslo the influence of the two factors before on the behavior for help. This article selected research approach of quality, rely mainly on deepenning interview, document research and second hand analysis for complementary collection of materials. Existed documents on research of ask-help are related to " help " more, and pay more attention to participation and function mechanism in assistance-system and assistance-subject; but from the visual angle of the persons who are helped, there are less documents which probe into the seeking-assistance mechanism, as to the description of materials on experience and impression in the course of turning to for help even less likely, this is just the places where this article tries to break through while choosing the research visual angle and research approach. The purpose of this article is to understand deeply the social factors which influence and restrict the course for help of persons who are helped through setting-up the seeking-assistance mechanism, guide the persons who are helped in order to improve the ability of turning to for help , check whether the way of the policy is rational at the same time, cause the further understanding and study on education-assistance by the various circles of society.
