Building A Global Community Of Assistance And Mechanism Of Increasing Income Low-income Groups

Accelerating the income increase of low-income farmers is a difficult point to achieve common prosperity.In recent years,various localities have continuously innovated ways to help low-income groups increase their income and become rich,trying to solve the problem of low-income groups’ income increase.However,most of them are limited to specific groups such as the poor and the extremely poor,rather than a way to help all low-income groups.This paper takes the assistance community in Changxing County,Zhejiang Province,as a case,and from the perspective of global assistance,constructs an analytical framework for the assistance community and endogenous development,and studies the mechanism for low-income farmers to increase their income.The study found that the government should take the lead in building a global assistance community,coordinate high-quality resources across the region,and form a cross level and cross field assistance force to help the community strengthen the endogenous ability of low-income groups to increase income and become rich,promote low-income farmers to actively integrate into the market and return to society,strengthen the capacity building of low-income groups,improve the basic skills of low-income farmers,and strengthen farmers’ participation in village construction with village enterprise pairing as the core point.However,there are also problems in helping the community,such as how to provide fair and long-term assistance and how to define the border of assistance.Therefore,it is necessary to find the junction of promising government,effective market and organic society,continue to improve the incentive mechanism,and give play to the combination advantages of multiple mechanisms.Of course,due to the constraints of low-income farmers’ labor capacity,income increase willingness,assistance industry chain and other factors,we should face the limits and difficulties of the whole region’s helping community squarely,At the same time,the social work profession should be introduced reasonably to become rich steadily,and then a reproducible and sustainable support community should be outlined.
